ModifiedDate of fragments are not getting updated on the Cards

Reproduction steps:

1. Navigate to Design > Fragments

2. Add a Fragment Collection and create three new fragments in the new Collection

3. After 2 minutes, update the content of the second fragment and publish it

Expected behavior: Modified time and the order of the fragments should be updated.

Actual behavior: Modified time is bigger than 2 minutes and there is no way to order by the Modified date.
