Create segment action is appearing in collections page if there are no available segments in the site

Steps to reproduce

1. In a site with no available segments, go to Site Builder > Collections
2. Create a manual or dynamic collection.
3. Choose contents for the default (anyone) variation.
4. Hit Save

Expected behavior

There's no Add (  ) button, nor help text: You need segments to create a personalized variation. Create your first segment. is shown.

Actual behavior

A disabled Add (  ) button is shown, and the help text shows: You need segments to create a personalized variation. Create your first segment. is shown. When clicking on the link, the user is led to the segment editor, is able to create a segment but when coming back to the collections page no variation has been created with the new segment.
