The Publish button still available after the Workflow is published

Description:
The Publish button still available after the Workflow is published

Steps to Reproduce:

1. Go to Open Menu > Workflow > Process Builder
2. Create a new Workflow and click on Publish button

Expected Result:
The Publish button should disappear and an Update button should appear

Actual Result:
The Publish button still visible
