Description:
The system allows the user to Publish a Workflow without a title

Steps to Reproduce:

1. Go to Open Menu > Workflow > Process Builder
2. Create a transition between the Start and End nodes
3. Delete the Workflow title
4. Click on Publish

Expected Result:
The Workflow should not be published ExpectedResult_Jan12.mp4

Actual Result:
The Workflow is published without title ActualResult_Jan12.mp4
