Issue
When Enabling Inherit Changes on an Unlinked Widget Page created from a Page Template, the portal will throw an ORMException.

Steps to Reproduce

1. Go to Design > Page Templates > Page Templates > Add a Widget Page Template
2. Create a blank Widget Page 
3. Go to Site Builder > Pages
4. Create a Page from the Widget Page Template
5. Return to Design > Page Templates > Page Templates 
6. Edit the Widget Pages Template and add any portlet (e.g. Documents and Media)
7. Return to Site Builder > Pages
8. Edit the Page and enable Inherit Changes
9. Save the Page 

Expected Behavior

Page is saved and changes made to the Widget Template are propagated to the Page.

Actual Behavior
Page is not saved and all changes made to Page Settings are reset.  ORMException in stack trace.
