Memberships section doesn't work as expected when accessed through Control Panel

Steps to reproduce

1. Create a new site 'test'.
2. Add a new user group 'newUG' and assign it to the new site from People -> Memberships -> User Groups
3. Go to Control Panel -> Sites and select 'test' site.
4. Click on the 'Information' icon. A panel on the right appears.
5. Click on '1 User Group' link, it leads you to Memberships section.
6. Go to User Group tab and delete 'newUG'.

 Expected Behavior
'newUG' is deleted

 Actual Behavior
'newUG' is not deleted
