User can fill any value on hour in the Date and Time field when form language is set to Hungarian

Description

The user can fill any value inside the hour in the Date and Time picker when the form language is Hungarian.

Steps to Reproduce

1. Go to Content & Data >  Forms > Add new Form
2. Add a date field
3. Add a Date and Time field
4. Add the Hungarian language to the form
5. Publish the form
6. Go to published form
7. Select the Hungarian language
8. Click to open the date and time modal
9. Fill in the date value
10. Fill in hour value with 99:99
11. Observe

Expected Result

The Date and Time modal should only accept values between 00:00 - 23:59

Actual Result

The Date and Time modal is accepting any value when form language is set to Hungarian
