When un-selecting a portlet from being exported, subsequent exports can miss unpublished data from that portlet

      Description

      Because the Last Publish Date is stored globally for all the portlets in a group, un-selecting a particular portlet can leave some data stranded when a subsequent publish occurs with that portlet.

      The solution is to store the last publish date for each portlet as well as globally. On subsequent publish we compare the time of the portlet's last publish date with that of the global last publish date, if the portlet's is lower, use that for the current portlet only. Do this for each portlet.
