'On Assignments' Execution Type is not coming by default in node task actions

Description:
'On Assignments' Execution Type is not coming by default in node task actions, only if the user add another action to see the respective execution type

Steps to Reproduce:

1. Go to Open Menu > Workflow > Process Builder
2. Add a new process
3. Add a task node on the diagram and click on it
4. Click on actions
5. Click on Execution Type

Expected Result:
There should be a option of "On Assignments" available by default on the task node
Actual Result:
There is not "On Assignments" Execution Type available by default, the workaround to get the option it's adding another action
