passwords.default.policy.change.required doesn't work

    Description

      Step to reproduce:

      1. startup Portal (no portal-ext) add new user
      2. shutdown after full startup
      3. Set passwords.default.policy.change.required=false in portal-ext
      4. startup Portal a second time

      Expected Results:
      Checkpoint1 The Test Test user shouldn't be required to reset password.
      Checkpoint2 Applications Menu > Control Panel > Password Policies > Default Password Policy > Password Changes
      The Change Required should be no

      Actual Results:
      Checkpoint1 The Test Test user is still required to reset password.
      Checkpoint2 Applications Menu > Control Panel > Password Policies > Default Password Policy > Password Changes
      The Change Required is yes

      Reproduced on:
      Tomcat 9.0.56 + HSQL Portal 7.4.13-DXP-U9.
      Tomcat 9.0.56 + MySQL 5.7. Portal 7.4.13-DXP-U9.
