Description
Tags set in content can only be searched in the default language.

Steps to reproduce

1. Make sure that the default language for Instance Settings is "English"
2. Go to Content and Data > Web Content
3. Add a web content and set the tag(english)
4. Go to home page and search "english"
5. Web contents with the tag "english" is displayed normally in the search results
6. Change the display language to "Japanese"
7. Search "english" again

Actual result
Nothing is displayed in the search results.

Expected result
Tag search results are displayed normally regardless of the display language.

NOTE: A reindex is necessary to apply this fix.
