LayoutClassedModelUsageStagedModelDataHandler publishes content to Live unexpectedly

Description

    Reproduction steps:

    0. Unselect Publish Displayed Content by Default under System Settings → Platform → Infrastructure → Staging

    1.  Enable Local or Remote Staging
    2. Create a Web Content and display it on a page using a Web Content Display
    3. Publish the Site to Live, make sure that Web Contents are not selected on the Publish Screen

    Actual result: Web Content is visible in Live, even though we did not want to publish it.
    Expected result: Web Content is not visible in Live.
