Web content structure is missing fields after upgrade

Steps to reproduce:

1. Load the database dump (see comment for link)
2. Update the password for my user [email protected] to something you can use to log in
3. Start Liferay 7.3 sp3 with the database - the site will not work correctly without the theme but you can log in with /c/portal/login and then access a control panel page
4. Navigate to Content & Data -> Web Content
5. Click on Structures and then "Press Release"
6. Note that the Press Release structure has the following fields defined (See screenshot)

7. Shutdown Liferay 7.3 sp3 and upgrade to 7.4 u10
8. Login again and navigate to the structure "Press Release" as before

Expected Result:

The WCM structure Press Release has the same fields as before the upgrade

Actual Result:

The WCM structure Press Release has no fields defined
