Sitemap shows all the available languages instead of only the current ones

Steps to reproduce:

1. Put the below in the portal-ext.properties:
   locales=it_IT,en_US
   locales.enabled=it_IT,en_US
   locale.prepend.friendly.url.style=2
   xml.sitemap.index.enabled=false
2. Create a new site
3. Remove Italian from the Current languages
4. Create a page
5. Open the below link, put the site's id into the "<group-id>" part: http://localhost:8080/sitemap.xml?groupId=<group-id>&privateLayout=false

Expected behavior: You should only see the English locales in the URLs

Current behavior: You see both the English and Italian locales
