      Steps to reproduce

      1. Enable Publications
      2. Add a new publication "P1"
      3. Add a new site "Site Name"
      4. Add a new document under "Site Name"
      5. Navigate to default site
      6. Add a shortcut from the document of "Site Name"
      7. Review changes

      Actual Result:
      Under Shortcut category the change site is "Site Name"

      Expected Result:
      Under Shortcut category the change site should be "Guest"
