As an admin, I want to add regular Users to Accounts

Why: The separation of Account Users and regular Users was originally meant to help distinguish 2B from B2 users, respectively. Additionally it helps distinguish the modeling of external entities such as customers with Accounts vs modeling internal entities such as departments with Organizations. However, the unintended side effect is a disruption of expected behavior from the original implementation by Commerce. This has resulted in confusion for some of our customers and partners that used to use Commerce Accounts. (Slack thread)
Who: Admins using Liferay Users and Accounts
What: Regular Users shall now be assignable to Accounts, no longer warranting the need for Account Users.

ACCEPTANCE CRITERIA

• Given a regular User, when an admin assigns them to an Account, then the User will be assigned to an Account.
• Given a regular User assigned to an Account, when an admin assigns them to an Account Role, then the permission of the Account Role shall apply to the User.
