Disabling custom Liferay Object breaks the navigation menu's

Steps to Reproduce:

1. Create a custom object
2. set Panel Category Key to Site Administration > Web Content
3. create a new Navigation Menu from Site Menu -> Site Builder -> Navigation Menus
4. you will see the possibility to add the custom Object as menu item option
5. save the menu without adding any entries
6. Go back to the custom object and disable (inactive) it
7. create a new Navigation Menu from Site Menu -> Site Builder -> Navigation Menus
8. now you will see an error that you can't create a menu anymore

Expected Result:
By disabling the object you should still be able to create navigation menu

Actual Result:
You get an error : [Menuname] is temporarily unavailable
