Links configured in page fragments within site templates don't work on sites when converted to public pages

    Description

      Steps to reproduce:

      1. navigate to Control menu > Site templates, then create a site template
      2. navigate to Site menu > Site builder > Pages, then add a new page (eg. "page")
      3. Edit the new page, add a heading in it, change heading text to "target"
      4. navigate back to Pages, then edit Home page
      5. add a heading in it, change the heading text to "link"
      6. make the heading pointing to a target page("page")
      7. navigate to Control menu > Sites, then create a new site based on the template
      8. make sure that the pages will be public after creating the new site
      9. go to the Home page of the created site
      10. click on the link

      Expected result: the link should navigate you to the target page("page")
       
      Actual result: the link does not work, when inspected with developer tools, it is invalid (href=#)
