Maximum File Size restricts the wiki to upload images

Reproduction steps:

1. Go to System Settings > Documents and Media > Service
2. Type '20000' into the Maximum File Size field and click the Save button
3. Go to Wiki
4. Edit FrontPage
5. Click the Image icon in the wiki content
6. Go to the Upload Image tab to upload an image(lager than 20kb)

Actual result:
Can not upload the image, error message says: "Please enter a file with a valid file size no larger than 100.0MB."

Expected result:
Can upload the image and no error message shows.
Can not upload the image and error message says the limit size(20KB), instead of 100.0MB.

 Note: This issue can not be reproduced for adding a new wiki page, cause there is only one tab when adding images to wiki content, no Upload Image and Page Attachments tabs.
