Description

The tooltip is in the wrong place.

Steps to Reproduce

1. Go to Content & Data > Forms
2. Add a Form;
3. Add a any field;
4. Click on Actions;
5. Mouse over options;
6. Observe.

Expected Result

The tooltip appears only in place of options.

Actual Result

The tooltip is in the wrong place.
