Summary
When the Cookie Consent portlet included in a Site Page, we don't see the control buttons: Decline All / Confirm / Accept all.

Repro

1. Start up the portal with a feature flag "feature.flag.LPS-142518=true"
2. Create a new Site Page
3. Add the Cookie Consent panel to the site page
4. Publish and View the site page

Actual result(s)
The cookie consent portlet has no control buttons just toggle switches.
Pressing the toggle switches are saves the cookies with their corresponding state.

Expected result(s)
By AC-6, when Cookie Consent portlet is included on a site page, it should show its control buttons.
