When adding new users to a site, allow the use of search without de-selecting users.

When adding new users to a site, users are able to use search without deselecting the selected users they want to add.

Here are the steps to reproduce this: # Create several users

1. Create a new site

1. Go to People>Memberships and click blue plus to add users to site

1. Search for one of the users

1. Select a user

1. Try to search while maintaining a selection

1. The search bar disappears when you begin selecting and are unable to search while maintaining the selection.

Currently: When adding new users to a site, the search bar disappears when you select a user to add. 

Requested: When adding new users to a site, the search bar does not disappear and users are able to use search without deselecting the selected users.

This could be useful if there are very many users that need to be added to a site.
