Reproduction steps

1. Enable Publications
2. Create a new Publication
3. Edit the home page in the new Publication (add a header somewhere)
4. Switch to Prod Publication
5. Edit the home page (add a header at another location)
6. Switch back to the new Publication
7. Try to publish the new Publication

Expected behaviour: The conflicting changes are visualised, and resolution is assisted
Actual behaviour: The conflicting changes are not visualised. The conflicting changes are not listed in a human readable fashion.
