The info message is confused when uses one-click control for switching the propagation off and on

Steps to reproduce:

1. Disable Trigger Propagation under System Settings -> Infrastructure -> Site Templates.
2. Create a Site Template with default settings.
3. Navigate to home page of the site template.
4. Click on the merge icon in the control menu bar.
5. Click on the button Disable Propagation.
6. Assert the following info message shows up in the UI

   Info:Propagation is disabled. Connected sites might not have been updated yet. Propagation is only triggered when a site created from the template is visited.
   

7. Click on the merge icon in the control menu bar.
8. Click on the button Ready for Propagation.

Actual Result: The info message said "Propagation is disabled." This is the same info message with swtiching propagation off:

Info:Propagation is disabled. Connected sites might not have been updated yet. Propagation is only triggered when a site created from the template is visited.

Expected Result: The info message should be "Propagation is enabled. Connected sites will be updated once a site page is visited."

Note: If click on the button Ready for Propagation when enable Trigger Propagation in system settings, the info message will be "Info:Propagation is enabled. Connected sites are being updated."

For the current behavior, the language key of propagation-is-enabled-connected-sites-will-be-updated-once-a-site-page-is-visited is not useful.
