Deleting a thumbnail associated to a copied page fragment prevents publishing to live

Steps to Reproduce

1. Go to Site Builder - Page Fragments
2. Add a new Collection
3. Add a new Section
4. Click on the three dot menu for the new fragment and click "Change Thumbnail"
5. Add a new image for the thumbnail
6. Click on the three dot menu again and click "Make a Copy"
7. Go to Publishing - Staging and enable Local Live staging
8. Go to Site Builder - Page Fragments
9. On the original fragment click the three dot menu and click "Remove Thumbnail" or "Delete"
10. Make an edit to the copy fragment's HTML
11. Publish to live

This issue is fixed in 7.3.x and beyond by LPS-114252. This ticket is a partial backport of that bringing back the logic to copy a fragment's thumbnail when a fragment is copied.
