    Description

      hasConsentType should consider the OSGI configs.

      Checking if the cookies feature is enabled/disabled and if enabled, checking the default consent mode (when the user has not set cookies preferences yet).

      Right now I'm not sure which configs should be used, we'll need further clarification.
