The permissions for the On-Demand Admin portlet are visible in Roles Admin on a non-default instance

The permissions for the On-Demand Admin portlet should only be assignable on the default instance.

Steps to reproduce:
1. Create a new Virtual Instance (e.g. able.com)
2. Log in to able.com as the admin
3. Navigate to Roles Admin
4. Navigate to "Define Permissions" on the Power User Role

Expected behavior:
System > On-Demand Admin is not visible to select in the permissions side navigation

Actual behavior:
System > On-Demand Admin is visible to select in the permissions side navigation
