Upgrade fails with StringIndexOutOfBoundsException going from U32 to U33

Notes: I created a simple custom object and entry on U32 and generated the dump.

Steps:

1. Download the attached zip file, 74-u32.zip and unzip it
2. Copy the contents of the data folder to the data folder of U33
3. Import the database dump, lportal.sql
4. Go to ./tools/portal-tools-db-upgrade-client
5. Execute ./db_upgrade.sh (Linux or Mac) or db_upgrade.bat (Windows)

Expected Result:
Expected the upgrade to complete successfully

Actual result:
Upgrade fails with the following error. The console logs are attached to the ticket.

com.liferay.portal.kernel.upgrade.UpgradeException: java.lang.StringIndexOutOfBoundsException: String index out of range: -1
