The failure message should be displayed when the user fills only one of the fields and saves

Step to reproduce:

1. Go to system settings > Document and Media > File Size Limits
2. Fill the Mine type with "image/png" and keep the file size value empty
3. Save

 Expected Results:
The fail message is displayed

 Actual Results:
The success message is displayed.

Note: If the portal does not save the settings, the fail message should be displayed to prompt the users.
