Site Template merge fail count is not updated

Unfortunately there are no clear steps to reproduce this error, as first we need a propagation to fail, which would be a different bug.

I put a breakpoint here and reset layoutPlids to null, which triggers a NullPointerException.

Possible reproduction steps:

1. Create a Site Template
2. Create a Site from the template
3. Modify the Template
4. Set up the breakpoint and visit the Site to trigger the propagation

Expected result:
In the LayoutSet table there should be a LayoutSet where settings_ contain the merge fail count.
