Fragment options labels get broken when replacing Clay CSS with an extension

Steps to reproduce:

1. Create a new Theme CSS extension (App Menu > Remote Apps) with this information:
   1. Name: Italy Clay
   2. Source Code URL: https://issues.liferay.com/secure/attachment/459311/bootstrap-italia.min.css
   3. Main CSS URL: leave empty
   4. Clay CSS URL: https://issues.liferay.com/secure/attachment/459311/bootstrap-italia.min.css
2. Create a content page
3. Go to look and feel configuration and select create Theme CSS
4. Return to page editor

Expected result:
Extension CSS does not affect editor styles

Actual result:
Fragment configuration labels are incorrectly positioned
