[BUG] Activation Keys Page to not appear for DXP 7.2 and bellow

Bug Description: For accounts with Commerce subscription and DXP version bellow 7.3 the user should have access to a scream with a drop down, a start and end date selection as the image attached. Although, when the users click on Commerce button on Product Activation field it's being shown the same scream as if it has DXP version 7.3 or above.

Steps to reproduce:

1. Go to a account with DXP 7.2 and a Commerce subscription
2. Click at Product Activation button
3. Click at Commerce button

Expected behavior:

• The Scream with a drop down and a field to chose the start and end date should be visible.

Actual behavior:

• The same scream for projects with DXP 7.3 versions it's shown.
