The page crashed when a user without access permission to preview publication via URL on Websphere

      Steps to reproduce

      1. Enable Publications
      2. Add a new publication
      3. Add new site "Site Name"
      4. Add a new page in the new site "Test Page Name"
      5. Add Web content widget and add a web content
      6. Get the publication ctCollectionId is 1
      7. Logout
      8. Access to http://localhost:8080/web/site-name/test-page-name?previewCTCollectionId=1

      Actual Result:
      It will redirect to a blank page with the error Error 403: A class com.liferay.portal.kernel.security.auth.PrincipalException$MustHavePermission error occurred while processing your request.

      Expected Result:
      No redirection, The message shows up Error:Your request failed to complete.
