Panel app disappears for a custom object after a restart

This is a random issue that it is not reproducible in all the tests.

1. Before to start the server, Add the property include-and-override=portal-developer.properties , I do not know why but It helped to me to reproduce the issue.
2. Create a company scoped custom object: Pet / Pets(plural)
3. Add a custom field, PetName, as requiered text
4. Publish it
5. Configure it to be displayed in the Panel Category Key: Object
6. Check that the link is displayed in the Control panel menu > Objects > Pets
7. Restart the server

The Pets's option is not displayed in the Menu.
