Fragment usage is not removed on draft pages

Reproduction steps

1. Go to Design > Fragments
2. Create a new Fragment Set (+ icon next to "FRAGMENT SETS")
3. Select Default > Basic Components
4. Find the Heading fragment
5. Use its kebab menu : "Copy to" to your Fragment Set
6. Go to the Home page
7. Click the Edit icon
8. Place the "Heading (Copy)" fragment on the page
9. Delete the "Heading (Copy) fragment from the page
10. Go to Design > Fragments
11. Select your Fragment Set
12. Find the "Heading (Copy)" fragment
13. Open its kebab menu

Expected behaviour: "View Usages" is not present
Actual behaviour: "View Usages" is present and when clicked shows "Home (Draft)"
