Templates panel is not expanded sometimes

Description

    Steps to reproduce:

    Note: I can not reproduce this issue every time, but it's quite possible to reproduce it with the following steps.

    1. Enable KB feature flags
    2. keep the Product Menu expanded
    3. Click the suggestion icon in the navigator panel twice
    4. Then click the Templates icon
    5. Check Templates panel is expanded

    Expected result:
    The templates panel is expanded.

    Actual result:
    The templates panel is not expanded.
