    Description:
    Admin user cannot edit Forms entries

    Steps to Reproduce:

    1. Create a new form: Add a text field
    2. Add the form to a page and submit an entry
    3. Edit the form and add a new text field.
    4. Go to Content & Data > Forms > View Entries
    5. Click on kebab menu > Edit

    Expected Result:
    The most recent version of Form should be displayed and the text fields should be editable 

    Actual Result:
    Only the first text field is displayed and it's not editable.
