Focus lost when closing Language Selector with ESC key

Steps to reproduce

1. Navigate to the Language selector in the Page Editor top bar using keyboard and Tab.
2. When the focus is in the Language Selector, press Enter to open the dropdown
3. Navigate down through the elements with the arrow keys
4. Press ESC to close the dropdown and keep navigating through the top bar elements

Expected Result: Focus is back to the Language Selector

Actual Result: Focus is lost
