Steps to Reproduce:

• Open the URL
• Navigate to Control Panel > User Groups
• Turn on JAWS
• Traverse the Search Button, and Table button, Add Link button using the tab key
• Notice all of these buttons are missing proper name roles and values

Expected Result:
When screen reader focus comes to the Search button, Table button, and Add button SR should render as:
"Search button"
"Table menu button"
"Add group button"

Actual Result:
The SR is rendering the Search button as "Unlabeled 1 button", The table button as "Unlabeled 0 Button" and the "Add Link" needs a more descriptive label.
