Steps to Reproduce:

1. Use JAWS
2. Go to other site or Library menu by clicking on the icon
   • Select Site iframe appears
3. Press the tab key until the selected recent tab is highlighted

Expected Result:
SR should announce the recent tab link is selected.

Actual Result:
SR is not announcing the recent tab link is selected. Just announced recent link.

Tomcat 9.0.65 + MySQL 8.0
