Steps to Reproduce:

1. Use JAWS
2. Navigate to Users and Organizations
3. Check on the checkbox of the Test Test user
4. Press the tab key until deactivate icon is highlighted.

Expected Result:
SR should announce it "deactivate button".

Actual Result:
SR is announcing it as "link deactivate".

Tomcat 9.0.65 + MySQL 8.0
