Steps to Reproduce:

1. Use JAWS
2. Navigate to Users and Organizations
3. Go to the organization tab
4. Add an organization
5. Add another organization
6. Click select to select parent organization
   • Select Parent Organization iframe appears
7. Press the tab key until the Reserve Sort Direction button is highlighted
8. Press enter
   • The button displays as descending
9. Press enter again

Expected Result:
"Reserve Sort Direction" button should be changed to ascending.

Actual Result:
"Reserve Sort Direction" button is not changed to ascending.

Tomcat 9.0.65 + MySQL 8.0
