Steps to Reproduce:

• Open the URL
• Goto Control panel - Users and Organizations
• Using Jaws
• Navigate to the Organizations tab
• Plus sign the "+ " button and press enter key
• Input the name
• Tab through the Select button next to the Topic field and observe

Expected Result:
The label Topic should be associated with the Select button, and SR should announce as "Select Topic" button

Actual Result:
Select button missing accessible label, SR is announcing as "Select" instead of "Select Topic" button
Note: The same issue for the Tags select button
