Steps to Reproduce:

• Open the URL
• Goto Control panel - Users and Organizations
• Using Jaws
• Tab through Uses and select test user press enter key
• Then tab through the General link and press enter key and then tab
• Through "Informations" and press enter key
• Tab through "graphics" and observe

Expected Result:
Read-only content should not be under the tab focus order and SR should not announce as link

Actual Result:
SR is announcing the Profile image as an image link and the tab focus is on it but when the user pressing enter key on it, it's not activating
