Steps to Reproduce:

• Open the URL
• Goto Control panel - Users and Organizations
• Using Jaws
• Tab through Uses and select test user press enter key
• Then tab through the General link and press enter key and then tab
• Through "Information" and press enter key
• Tab through the Topic edit field and observe

Expected Result:
The label "Topic" should be associated with the edit field, and SR should announce it as "Topic edit field"

Actual Result:
Topic edit field missing accessible label, SR is not announcing the label
Note: Same issue for the "Tags" edit field
