Steps to Reproduce:

• Use JAWS
• Navigate to Control panel > Users and organizations > Users Tab > Enter a user's edit page like "Test Test"
• Navigate to General tab and assert Memberships tab is selected
• Tab to the Select button(Such as "Select Site button") and press enter to switch to a popup of Select Site > assert the SR announces

Expected Result:
SR should announce when the "Select Site" dialog box is popping up.

Actual Result:
SR is not announcing obviously when the "Select Site" dialog box is popping up.

Note: The same issue applies to all header tags (header 3) with the Select button under the Organizations/Memberships/Roles tab page of the General tab.
