Steps to Reproduce: 

• Use JAWS
• Navigate to Control panel > Users and organizations > Users Tab > Enter a user's edit page like "Test Test" > Contact > Contact Information > Add email
• Using DOWN arrow to navigate to the label Address and assert the SR announces
   

Expected Result:
SR should read the label "Address" as a more descriptive text like "Email Address" or "Add email address".

Actual Result:
SR just reads the label as "Address".
