Steps to Reproduce:

• Open the URL
• Go to Control Panel - Users > User Groups
• Turn on JAWS
• Navigate to the Options menu button (3 dot Ellipses icon) and press enter
• Press "insert" + "F6"
• Observe the page

Expected Result:
Modal overlay must have a heading level of <h2> and follow the heading level hierarchy

Actual Result:
The Export / Import for the modal overlay is missing <h2> heading level
