Steps to Reproduce:

• Open the URL
• Navigate to People > Segments
• The section page will open
• Add new segment
• Use jaws
• Pree the skip to the content link using the key and press enter

Expected Result:
After selecting Skip to content link, the focus should move to the main content on the page

Actual Result:
After selecting the Skip to content link, the focus moves to the beginning of the page
