Steps to Reproduce:

• Open the URL
• Navigation to Control panel > Users and Organizations
• Navigation to the Users tab
• Click the "+" to add a new user eg user1
• Using Jaws
• Navigation to Topic / Tags and press the select button using the key
• Observe the loading spinner

Original Expected Result:
In both cases, to avoid conveying information via sensory characteristic and use of color alone, dynamic Loading spinner must have an equivalent alt-text

Reviewed Expected Result:
JAWS is being informed about when the loaded area is finish loading the content

Actual Result:
1. Dynamic Loading spinner has no equivalent alt-text
2. Similarly, after activating "Add" button loading is conveyed via color alone horizontal bar
